The alliance of legal professions, governments and legal organizations

 

 

In order to join our efforts to reform the Polish justice system, to repair the system of the current law and to improve the professional and moral standards of legal professions, the “Ius et Lex” Foundation initiated the Alliance of Legal Professions, Governments and Legal Organizations on September 8th 2003 (a meeting in the Sobański Palace). The formal signing of the Alliance took place on October 13th 2003 in the Golden Room of Kazimierzowski Palace of Warsaw Univesity in the presence of the Rector Magnificus of Warsaw University Prof. Piotr Węgleński and Lord Belhaven and Stenton, among others.

The President of the “Ius et Lex” Foundation Dr. Janusz Kochanowski was entrusted with the leadership of the Alliance for the first six months. After that period the leadership was taken over by the President of the Polish Bar Council Attorney Stanisław Rymar – according to the principle of rotation and the order specified in the act of Alliance.

The following organizations belong currently to the Alliance: the Polish Bar Council, the National Council of Legal Advisors, the National Notary’s Council, the National Council of Debt Collectors, the National Probation Council – members; the “Ius et Lex” Foundation, “Iustitia” the Polish Association of Judges, the Polish Association of Public Prosecutors, the Faculty of Law and Administration of Warsaw University, Wardyński & Partners LLP (law firm), Janicka-Sosna, Namiotkiewicz & Partners, Clifford Chance LLP (law firm), LexisNexis Publishing House LLC – supporting members.

The “Ius et Lex” Foundation runs the Secretariat of the Alliance, which coordinates current cooperation between its members within the framework of purposes specified in the act founding the Alliance.

The activities of the Alliance currently focus on the preparation of the Polish Justice reform program. The solutions, which will be part of a subject matter program, are discussed at regular working meetings of the representatives of the Alliance member organizations. Specialist studies on a number of issues connected with the functioning of the judiciary are recommended. The final draft version of the legislative system reform will be prepared shortly.

The activities of the Alliance also involve active participation in the process of developing legal acts concerning legal professions and the functioning of the judiciary (addressing speeches and opinions to government institutions, participating in meetings of parliamentary commissions).

Participation in the project of training Polish judges in the National Judicial College in Reno (United States) is planned in the very near future. The Alliance also maintains contacts with non-governmental organizations, including cooperation with the European Law Foundation and honorary patronage over the non-profit Study of the European Law project.

The Alliance is also a forum for discussions – with the participation of legal community representatives – on the model and the functioning of legal professions in Poland.
